Phil was born and raised in South Dakota. He received his law degree in South Dakota after spending a year studying at the London School of Economics. He also was a clerk for the South Dakota Supreme Court for a year following the award of his degree of Juris Doctor.
Starting out at Oregon Legal Aid in Klamath Falls in 1978, Phil has worked tirelessly as a Public Defender and Social Security Disability Claimants' attorney to provide quality legal service to all of Southern Oregon. He is a past President of the Oregon Criminal Defense Lawyers (OCDLA), a member in good standing with the National Association of Criminal Defense Lawyers (NACDL), member of the Legal Council of the National Organization to Reform Marijuana Laws (NORML), the ACLU, and National Organization for Social Security Claimant's Representatives (NOSSCR), and the National Association of Disability Representatives (NADR).
Phil chose to remain in Southern Oregon to raise his children and to actively participate in compassionate community service through several agencies. He is fully committed to helping people find a better way and quality of life.
